A massive searchable database of degree programs can be found at gradschools.com. To assess a program’s quality, talk with students. If the college is far away, try emailing students through the college’s website. If it’s nearby, sit in on an advanced class – its students will have almost completed the program. At the end of class, go up to a group of students and ask if they like the program, and "What are the best and worst things about it?" Contact the program secretary for the email addresses or phone numbers of recent graduates. They’ll be able to comment on whether the program has proved valuable in the workplace.
